The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, IJM Indonesia is seeking a skilled and passionate Head of Investigations and Law Enforcement Development (ILED Head) to lead its Jakarta Program Office in combating human trafficking and forced labor in Indonesia. The Head ILED will provide operational leadership, strengthen strategic partnerships with Indonesian law enforcement agencies, including the Indonesian National Police (Polri), Cybercrime Units, and Anti-Trafficking Task Forces, collaborate with the IJM APAC regional team, and mentor IJM Indonesia staff and partners to build sustainable ILED capacity. The successful candidate will bring strong investigative expertise, experience in cross-sector collaboration, and a deep commitment to strengthening the public justice system’s response to trafficking and forced labor slavery and exploitation crimes.

Our Mission: To protect people in poverty from violence through the rescue of victims, restraint of criminals, restoration of survivors, and strengthening of criminal justice systems.

The position is based in Jakarta, Indonesia and reports to the Country Director with a dotted line reporting to the Regional ILED Specialist. Applications are welcome from candidates globally, with the expectation that the successful candidate will carry out the role from Jakarta, Indonesia.

Key Result Areas:

The success of this role is measured by the following key result areas:

  1. ILED Strategy and Execution. Develop and execute effective strategies that result in improved law enforcement prioritization and performance on FL (Forced labor)/LT (Labor Trafficking) cases, resulting in stronger government protection of vulnerable workers through consistent victim identification, suspect arrests, effective investigations and strong cases for prosecution.
  2. ILED Casework Leadership. Train, develop, mentor, and lead IJM Indonesia’s staff and implementing partners to conduct successful casework to locate and identify FL/LT victims, secure victim rescue by law enforcement partners, and pursue perpetrator accountability through timely and quality investigations that lead to successful arrests, charges and prosecutions.
  3. Law Enforcement Partnerships. Lead IJM efforts to develop and sustain strategic and effective working relationships with law enforcement leadership and key government officials, which influence them to make combatting FL/LT a priority and produce effective investigations that ensure protection of workers in Indonesia from forced labor.
  4. Law Enforcement Technical Assistance. Innovate and implement ways to sustainably and continuously train and mentor and otherwise develop the capacity of incoming and in-service law enforcement officers on effective and efficient ways to identify victims and investigate cases of FL/LT. Provide expert consultation and technical assistance to law enforcement partners in the investigation of cases and development of capacity development initiatives.

Responsibilities

Leadership

  • Serve as a key member of the Indonesia Program Office team and contribute to legal services and Investigation and Law Enforcement Development works as part of IJM’s Justice System Strengthening project in Indonesia.
  • Provide direct supervision, guidance, and mentorship to IJM Indonesia Legal Services Lead;
  • Oversee IJM’s participation in law enforcement interventions, direct engagement in evidence collection and analysis, and sharing of evidence for referral or joint intervention with Indonesian law enforcement (e.g., Polri Cyber Crime Unit, Directorate of General Crime, or local Anti-Trafficking Task Forces, Attorney General, Prosecutors, etc.).
  • Provide assistance, in consultation with Leadership team in IJM Indonesia, Regional ILED Specialist, to Indonesian law enforcement and NGO partners in case development and management.
  • Strengthen leadership, investigative, and management capabilities of ILED staff and implementing partners, building a future generation of leaders.
  • Design and implement investigative strategies, objectives, and operational plans that are in line with global best practices and responsive to the Indonesian context.
  • Lead operational reviews and lessons-learned sessions after major investigations and interventions to continually improve team effectiveness.
  • Assess and evaluate investigative outcomes, ensuring operations are conducted professionally and aligned with IJM’s mission and Indonesian law.

Management

  • Oversee the meticulous documentation and secure storage of investigative records for accountability and learning purposes.
  • Ensure full compliance with IJM's internal policies, Indonesian legal frameworks, and donor requirements throughout all activities.
  • Maintain proactive communication with the Country Director regarding case progress, operational challenges, and team needs.
  • Collaborate with IJM’s staff care programs to ensure the well-being and resilience of ILED and implementing partner staff.
  • Build and maintain strong collaborative relationships with key Indonesian law enforcement bodies, such as the National Police (Polri), Directorate of Cyber Crime (Dittipidsiber Bareskrim), Anti-Trafficking Units (Subdit TPPO), and international partners (e.g., INTERPOL Jakarta, regional ASEANAPOL, Ministry of Manpower, Ministry of Immigration and Correction).
  • Advocate with law enforcement and government agencies (e.g., Ministry of Manpower, Ministry of Social Affairs, Polri, etc.) for the immediate rescue of victims, proper investigation processes, and holding perpetrators accountable under Indonesian law.

Program

  • Provide expert advice and capacity building to law enforcement partners on investigation techniques, cybercrime response, victim-centered practices, and case management for human trafficking and forced labor slavery.
  • Work closely with IJMI’s Legal and Aftercare staff and relevant partners to plan, coordinate, and execute victim rescue operations and perpetrator arrests, ensuring a holistic and survivor-centered approach.
  • Support the APAC regional team and Indonesia field office leadership in developing and implementing strategies to enhance national and regional law enforcement capacity to combat forced labor slavery and human trafficking.
  • As needed, serve as an expert witness or resource person in legal proceedings related to IJM-supported cases.
  • Collaborate with key government ministries and agencies such as National Police (Polri), Directorate of Cyber Crime (Dittipidsiber Bareskrim), Anti-Trafficking Units (Subdit TPPO), Ministry of Manpower, and Ministry of Immigration and Correction, and international partners (e.g., INTERPOL Jakarta, regional ASEANAPOL).

Relationships

  • Build and maintain strong working relationships with Indonesian law enforcement stakeholders, including cybercrime, human trafficking, and child protection units.
  • Engage regularly with NGOs, civil society organizations, and international bodies working in the field of forced labor slavery and anti-trafficking.
  • Represent IJM in meetings, trainings, and engagements with professionalism and respect for Indonesian cultural and governmental norms.
  • Host and facilitate visits from IJM teams, interns, volunteers, and international guests, providing briefings on IJM’s work and impact.

Education, Required Skills and Experience

  • At least bachelor’s degree in criminal justice, law, social sciences or other relevant degree
  • More than 7 years’ experience in criminal investigations with a public law-enforcement agency (e.g. Polri – Bareskrim, Dittipidsiber), international human-rights organization, UN/other multilateral agency, military, or national security service.
  • At least 2 years in a leadership role, with proven team-building and mentoring skills.
  • Hands-on experience conducting and supervising undercover operations is an advantage.
  • Demonstrated ability to establish and manage operative networks across agencies and community partners.
  • A strong track record or genuine passion for human rights, anti-trafficking, and social-justice work.
  • Prior overseas or cross-cultural experience (e.g. with NGOs, Peace Corps, relief agencies) is a plus.

Travel Requirements

  • This position requires full-time in Indonesia Program Office.
  • Occasional domestic travel across Indonesian provinces and islands for field operations, capacity-building, and stakeholder engagement.
  • Periodic regional travel within the APAC region, with potential missions to other regions as program needs dictate.
